Is being too organized a bad thing?

I have been organizing our office library now for almost a year. Yes, a year. Reason being is that the owner wants it done, but doesn't want to pay any one because he can't charge a client the time spent on it. But yet he wants it done. OK. So I don't know how many times I have organized the area with the carpet books. How difficult is it to put the "S" in the "S" section and not in the "M" section. This is my problem. Everytime new product comes in I have to log it in and put it away. When I put it away I will find other products tucked away hidden in the wrong areas. When I ask, I was told, OH I just put it there because I was busy and it was open. Umm, no, that's not how we keep things organized. I don't need to continue with going behind grown adults and wipe their asses. I've even sent out an email that said something to the line of, we all know our ABC's dont' we?
It's just amazing to me how stupid and irresponsible people can really be.
